NARAL sees illegalities at Gosnell clinic but did not report. Should be held criminally negligent for this failure

Read this  article and tell me why NARAL is not criminally negligent when they saw violations and failed to report them. How many deaths could they have prevented?  The  authorities in PA  who  refused to follow up on complaints starting from pro choice Gov. Tom Ridge should be liable as well.  Amazing that inspections stopped once a pro choice gov replaced a pro life one.
But NARAL has no reason to be proud of themselves here.

For whatever reason, Gosnell applied for NAF membership two days after the death of the 41-year-old Nepalese woman, Karnamaya Mongar.
